The AID-EE project

The Energy End-use Efficiency and Energy Services Directive (5 April 2006), aims at increasing end-use energy efficiency. Past experiences show a much slower uptake of energy efficiency policies than is foreseen when setting targets for new policies. This is explained by a lack of knowledge on success factors and key elements for monitoring and evaluation.

The AID-EE project aims to facilitate the need amongst policy makers and other implementing agents to share experiences on key elements for successful policy implementation and to develop practical guidelines to monitor and evaluate the implementation process in order to contribute to a successful implementation of the directive.

The AID-EE project started in February 2005, more than a year before the Directive came into force, which explains the acronym: Active Implementation of the proposed Directive on Energy Efficiency. The project was finalized in February 2007.

The AID-EE project has been supported by the Intelligent Energy for Europe Programme of the European Commission (contractno. EIE-2003-114).

Objectives:

1. Reconstruct and analyze the policy implementation process with the purpose to identify and explain key factors behind success and failure of energy efficiency policies.

2. Actively disseminate knowledge on implementation, monitoring and evaluation of policy instruments.
